At least one app behaves the same on my handset (Asus SuperNote Pro). In general however, Android apps work (as long as they have access to the resources they require), even without a SIM inserted. (I just checked by removing the SIM, downloading, installing and opening a Yandex app.)
However, if 2G/3G do not work for you, I would not wonder if there is a hardware failure that also affects Sailfish / Alien Dalvik somehow.
According to your post, you already did a full factory reset? Is there any chance to low-level test all types of memory inserted in the Jolla? (Could it be that the memory holding the ex-factory Sailfish code is corrupt without it being detected by the installation routine?)
